Release Version compared to Snapshot Version fails

When comparing a release version (e.g. 1.2.3) with a Timestamped Snapshot Version (e.g. 1.2.3-20190322.120133) the systems assumes the snapshot version to be of a later date.

Snapshots must be rated prior to their final release.
