Skip execution if already executed

The build metadata plugin is executed in the initialize phase to provide the build metadata to each subsequent phases.

Unfortunately during report generation, the plugin is run for each report. To prevent this, the first action of the plugin should be to check, if it has already been run.

This enhancement will save a couple of seconds during build time.
