Ignore dot files in base directory

If ignore files are configured with the IDE, the SCM may complain about dot files in the base directory of the project.

A dot file is a file or directory whose name starts with a dot ('.').

For convenience the plugin should ignore these dot files. This is the default of the new boolean property @ignoreDotFilesInBaseDir@.
