Handling of Sections without Title

Currently a section without title is counted for calculating the level of a section. This results in the problem, that if the first section's title is not shown and this section has subsections, the first subsection is at level + 1 and the numbering starts with 0.1.

Instead the first subsection should be at level and the numbering should start with 1.
