Redesign Architecture Decisions with Decisions

The doctype architecture-decision is to be renamed to decision.
The we need to move it to the project management section. We also want a view to all decisions of type architecture decision (if there is no such type doctype, add it).

The view label (e.g. architecture decision) that links to a page with only those decisions should be rendered with a HTML span and class 'view' (we should move other views as the glossary to this representation). This way we can control the representation with a CSS style.
